I switched off the firewall completely, run the launcher as administrator, closed off the anti-virus, relogged and switched off UAC settings One thing to try is to copy over the files from the LOTRO game install Backup folder into the main folder, and re-update the game client. Now, start up your launcher, and the game should write a new Patchclient. I am writing a long time after the original post, and yet I am suffering the same problem, and have tried all the posted solutions on about 10 sites, with no luck.

You can go into your game's patdhclient.dll directory and delete only the following: JavaScript is required for some functionalities of this page. Become a Patchcliennt.dll and join one of thousands of communities.
The longer way is to use the Repair option in the launcher, but that does mean a large download. I tried it all, and the final step worked for me. Shouldn't the latest file versions have been downloaded as part of the repair process?
